Handling Female foeticide and infanticide ! A new dimension.

I am in Delhi today and this morning we were discussing about the sorry state of women in this place . The talks went around Baby Falak's episode and before it was finished the news flashed about a 3 month old baby girl Afreen from Bangalore . Afreen was beaten in her head and bitten in her thighs by her father who wanted to see her dead . The reason is clear , he wanted a BOY ! And as i type she is still battling for her life in Vani Vilas hospital in Bangalore .

Female infanticide and female foeticide are reaching alarming rates . Or maybe this has been the case all the while and just that more cases are reported now , thanks to media activism. Infact census statistics vindicate the aforesaid statement . India whose over all sex ratio has clocked a cheering 940 in 2011 as compared to 933 in 2001 , has steeply fallen to 914 when it comes to child sex ratios . Even Kerala the state having the highest sex ratio of 1084 and the highest literacy rates fails to reach the 1000 mark when it comes to 0-6 child sex ratio.

There have been conventional attempts of handling this evil .We have PCPNDT Act1994 and 2003(Amendment) to bring to books the perpetrators of illegal sex determination i,e the doctors and the assistants . “Save the Girl Child Campaign" has high lightened the achievements of the young girls thereby trying to reduce the preference for boys. We have MTP 1971 to handle illegal abortions.

However the laws have hardly bore any fruit and the PCPNDT is known for its poor conviction rate across the country .The government is only trying to cure the consequence and not aiming at the core causal factors. The factors responsible to female foeticide in India are largely two fold . One is the economics of having a girl child and the other is the status and dependence of women in a patriarchal society .

Since India is patriarchal society where the girl child shall leave to her husband's place(family of procreation) after marriage and normally not of any financial support to her parents , people see no relevance in bringing up a girl child. To add to the burden the 'dowry' adds a hefty amount to the girls balance sheet ! In the light of the economics it is logical for a poor couple to avoid a girl baby. But the point is that the logic is inhuman and unethical.

Secondly , even though the pregnant women might want to pursue with the baby girl , the dependence of the women on the husband and in-laws make them mute spectators to this heinous crime. There are instances where in the mothers are forced to feed tobacco to the new born babies in Madhya Pradesh(ref http://planningcommission.nic.in/reports/sereport/ser/ser_srida.pdf) .Incase the mothers differ they are thrown away or tortured in their husbands place and in most cases they are not welcome by their parents due to social pressures.

To solve these two problems of economics and lack of women rights in having a girl child , there is a need for an alternative solution apart from targeting the doctors and spreading the awareness about importance of girl child.

Mass awareness about the profanity of dowry has to happen. This cannot happen with the help of laws alone.We need to handle the rituals with religious charisma .Today every faith has its own revered charismatic personality referred to as Gurus / Fathers/Imams /Saints . It is seen that a large number of them are highly qualified even though they are conservative in their approaches.They are conservative in the context of ideals and principles on which their religion /sect is based . However Dowry is such a ritual which is not closely tied to the ideology of salvation, so it shall be logically feasible to convince a leader on dropping the dowry system. We need to call the shots from such men . "Our words in revered voice" shall reach the mass much faster and shall have a larger effect . Let the institution which started the dowry end it too !!

Once we restrict the dowry system to a considerable level , we need to make the 'abal' women a 'sabal' women .She should dare to stand against her husband and in-laws incase she is forced to abort her girl child. Today all she can do is file a complaint with the police on her husband and get back to her husbands place . How illogical!!! A lucky few would have the money to get back to their parents who are again unlikely to take care of her for the rest of her life.

Government has to create institutions to cater to the needs of pregnant women who are in such condition.There is need to create 'maternity homes' .They have to be given protection , shelter and later such women have to be given vocational training and be made self reliable .Self Help groups can be created to make them economically stronger. A high status have to be accorded to those women who come to such homes inorder to boost their self confidence .(For eg veeramata ).In the meantime , once a women is admitted to such homes , a complaint has to be booked under Domestic violence Act 2005 on her husband. Divorces in such cases should be carefully monitered .

When such an institution is present it shall act as a deterrent for the men who force the women to indulge in infanticide and foeticides. There are chances of misuse of the provisions , therefore suitable logical checks have to be laid.

Lastly coming to the economic relevance of bringing up the girl child , there have been new schemes which the governments have banked upon .Madhya Pradesh is thinking of giving special pension to couples having only girl children. Bhagyalakshmi scheme of Karnataka keeps aside 1 lakh per girl child at her birth only to be withdrawn when she reaches 18.Ladli scheme of Delhi is also a step in the same direction.

Further the success stories of women who are earning and taking care of their parents should be highlighted and showcased.They instill the confidence the women badly need to value their sex. We need to bring in the awareness using plays , documentaries and other media. Women- achievers from the same locality and community shall wield more effect.

Gandhi once famously said "educate a man , you ll educate a person ; educate a women ,you ll educate a civilisation" .

I conclude "let us protect the Afreens and Radhas and let the Indian civilisation blossom "

Civil Service Aptitude Test - The leviathan like kitten !

Its been 2 days since i have started teaching Sociology and CSAT at an IAS institute . It was appaling to learn that many students have problems with x and y's of algebra, factors and multiples of numbers , despite being graduates.

Students aren't to be blamed for this reality. The middle-high school education has systematically imbibed in them the fear that maths is a leviathan.The last time they met this 'demon' was in their 10th standard. Many had by-hearted the expected questions and corresponding answers to handle Maths and a ' significant minority' had the answers dictated in the examination hall !

CSAT is a part of the CIVIL SERVICE PRELIMINARY examination conducted under the aegis of UPSC. This was a definite killer for non-maths students and it made its 1st appearence in 2011. The Q paper had 80 questions out of which around 35-36 questions were drawn from mathematics.

The questions covered basic numeracy , logical reasoning, data interpretation (sounds complex but was about simple graphs) .

An above average 10th standard student could have solved atleast 30 questions without any assistance.

The voice is clear from the roofs of UPSC that the 'aptitude' they expect is definitely not more than what a good 10th standard student would have. For conceptual clarity , NCERT Maths from 6-10 th standard would more than suffice.

But given the way our students especially from the rural background have passed the math papers in their schools , it is necessary for them to relearn the high-school maths to get back into the game .

My sincere advise to you guys fighting the 'maths-terror' is to understand the basics (6-10 maths) again and keep solving the aptitude papers of

1. National Talent Search Exam (8th std) (guide/previous year q.papers of NTSE is available in bookstalls)
2.Bank PO/clerical (take up previous year papers)
3.Pratiyogita darpan (monthly magazine)

everyday.

R.S Agarwal (there are separate books for verbal and non-verbal too)
Arun Sharma (level 1 and level 2 problems in this book shall suffice )

For Kannada medium students,

Guide publication's book by Anjanappa
Sparda Chaitra publication's book by Ashok Kumar Rathode and Yellappa - "Samanya manassamarthya "

Solving mental ability questions for 1 hr everyday(the word 'everday' is seen everywhere but has enormous potential if realized! ) shall definitely make a non-math guy hit a 100% in the aptitude part of CSAT.

It needs certain conceptual clarity and practice.Once these are done the demarcation between a BA and BE would subside as far as CSAT is concerned.

Bottom line is that CSAT paper is not a ' leviathan ' rather it is a harmless kitten , u need not fear , play with it , 'everyday' without fail , it sees your boredom off too!!

MUST READ FOR CIVIL SERVICES PRELIMS PAPER I

As requested by fellow students of HIMALAI Bangalore ,
These are the must read books for a civil service candidate who is appearing for Preliminary Test - CSAT 1 .

1) History - NCERT History XII class (if time permits spectrum publication's Modern History)

2) Geography - NCERT Geography class XI ,XII (4 books)

3) Economics - NCERT XI ,XII (Macroeconomics book), Budget's speech of that year (If time permits Important chapters of Economic survey)

4) Polity - NCERT XI Indian Constitution and Indian Polity by Laxmikanth

5) Current Affairs - Oct  to May  201X HINDU newspaper , supplemented by magazines(chronicle, wizard) of these months. Reading newspaper is like reading a book. You shouldn't forget a minute detail also.

6) India Year Book 2012 (chapters which coincide with syllabus of Paper I) Indian Year book hardly changes in content, so u can refer 2012 book for 2013 also.

7) Social sector initiatives from govt of india websites.

Item (6) and (7) are not mandatory , but might fetch you that additional edge.

Civil Services Examination - Optmistic Estimates (OE)

I am amazed as i put these words that the examination to the premier institution of bureaucracy in India ,the CIVIL SERVICES EXAMINATION attracts nearly 3 lakh youth (5.5 Lakh attended 2010 examination), who can be bracketed as the degree holders with above average concern towards nation building .

Of these 3 lakh students , atleast 1 lakh students dedicate their entire time for preparation i,e they are unemployed atleast for a year(optimistic estimates)! The preparation spans like 2 years for the luckiest !!

Now since these aspirants are above average students with dedication as their strength they are easily capable of getting a job which pays them a minimum of 2 lakh /annum.
The loss to the GDP is 2 L* 1 L = 2000 crores , meager in terms of percentage isnt it.

Now the preparation itself involves a minimum expenditure of 1 lakh on tutorials (this calculation is a function of inflation! but again being optimistic).So that comes to around 1000 crores.

Y do they need a tutorial , aren't the people who shall lead the country tomorrow be able to do it themselves ? Ideally the question is rational but thanks to the ever breeding coaching institutions and the high scoring optionals in the exam, spoon-feeding has become a necessary evil.

This innate problems in the recruitment system means that there is no "means" for a person from a 'not so good' background to enter the Indian Civil Services.So it remains Ameer Indian Civil Services except for the few extraordinary individuals . They are more of an exception than a rule.

But my opinion should not be taken in the ideology of communism but in the line of rethinking on the pattern change and framework which doesn't necessitate this cumbersome process.

The ARC recommendations proposes for 'catch them young' strategy to absorb the candidates at the earlier stage of pre-graduation i,e making it inline with NDA recruitments. This is a welcome move.
As the enrollment rate to Higher education is only 12 percent in India , this helps to increase the participatory base . This incepts the feeling of INDIA,both social and political much early for the budding citizens. This involves poor who can ill afford higher education, and Women from patriarchal families etc. However a complete shut down of present recruitment system would be disastrous as many would be unaware of the exam till they complete their graduation. So a simultaneous recruitment would be advisable.

If anything can minimize the loss of 1000 crores to the gdp(tutorials expenditure) ,which i mentioned earlier , is the change in the pattern. The pattern should seek primarily the common sense, awareness of day to day affairs at national and international arena, decision making at controversial levels , efficient problem solving ,analytical thinking , logically correct and rational mindset.

The present chairman of UPSC D.P.Agarwal has brought in several phenomenal changes to question pattern but the changes which the ARC proposes has far reaching benefits to wide range sectors of Indian society!

Its high time Ameer Indian Civil Services gets the Ameer off.

how not to be idle being idle @ chat servers??

It often happens that we donot want to chat with ppl who's status is idle and moreover the intelligent server do not show up such names in the chat list. In corollary , we could miss out one's attention because we could be busy with office works or more likely other tabs ;)

Well, this small ,simple trick has helped me many a times not to miss out some great news .


Chat servers have a timeout period after which they switch the state to idle.Eg gmail does it after 12-14 mins.

The trick is to use their auto saving capability for our advantage. Keep open a draft or a compose dialog and put the cursor focus in the TO: field placeholder. The server thinks that we are doing something and does not put us into idle state.
